Provincial nominee program (non-Express Entry)

Hello,

Recently i got a Nomination from Employer Job Offer - International Graduates stream (OINP) and on that nomination certificate it says"It's not valid for Express Entry".

As i research, found that it's Non Express Entry PNP and have to apply paper based but recently Government of Canada started online service for this too.

Is there anyone who applied with this category or did paper based application through this pathway??

Any leads or information regarding this will be very helpful to me.
