Can a Provincial Nominee living outside of Canada apply for an Open Work Permit from abroad?
(let's assume that this nominee does not have a job offer, and already applied for PR and is waiting for PR).
If it is possible, how long would the permit be for?
Open work permit is to only people who are in Canda and they got Provincial nomination and their status in Canada going to expire.
Example: Consider you got nomination and you are inside Canada, and your work permit or other permit is expiring soon.

Yes, that's what I thought until someone in this forum (cannot remember the thread) mentioned they were nominated and were immediately buying their flights to come to Canada. I don't think they had a job offer or a closed work permit so it was a bit confusing.
