Hello,
I have heard that the immigration officers dont really consider the letter you submit with the application that supports your proficiency in English. One way or the other they make you take the IELTS.
How far is that true ? If this may not be entirely true then is there a format in which to submit the letter that might make the officer not ask me to take the IELTS ?
Any information and/or help would be much appreciated.

They request IELTS because it is objective, and there were too many applicants who submitted wonderful letters on how good their english was (obviously written by someone else) and low and behold, when they arrived for an interview, they had to use an interpreter.

I wrote a letter. Didn't need IELTS and had no problems. Now I'm a PR. So it's definitely possible.
Better to provide IELTS report to prove language proficiency
Language test is requested when french or english language is not your indegenous language or there is doubt in you english ability. Truely, some people will submit a letter and they cannot defend what they have inside the letter but that is not to say that cic offices do not recognice letters written by applicant.
