I am a FSW Outland applicant planning to land in Toronto.
As proof of funds, can i show them my recent savings bank statement of Indian bank and say that my debit card is internal debit card and I can draw money anywhere ? Or do i need to get letter from bank confirming the same ?

Your recent bank statement, endorsed/stamped by your bank is acceptable. If you wish to also obtain a balance confirmation letter from your bank, that's fine as well.
