There is no evidence to back such a claim. Although it would make sense for a country to have high net individuals move in asap and start paying taxes.

With all due respect, obtaining PR doesn't make you an expert on the process for obtaining PR. We are all here just sharing our knowledge from our experiences.
Focus on things stated explicitly by IRCC, leave all the behind the scenes procedures to them.
There is absolutely nothing which states that providing greater proof of funds means your application will be processed and approved in less time.
On the contrary, if you have a lot of money, you're going to have to justify how you received those funds, and it will complicate the process. They can ask for a gift deed if the source of funds is another person.
