Visitors do need to satisfy the officer at the port of entry that they will leave Canada at the end of their authorized stay and that they have sufficient funds to support themselves during their visit to Canada.

I intend to apply for federal skilled workers program coming next January 2013, and I am a bit confused about how to pay the fees of 550 CAD and the other fees for credentials assessment, since I am residing in Syria and no international credit cards is allowed in this country because of international sanctions, How will I pay fees? Will it work to make a money exchange by Western Union to be recieved by the RECIVER GENERAL OF CANADA and other sides that may take part in the immigration process?

The applicant would bring around 70% of required funds as the applicant is coming from a country that has currency restrictions. Therefore, the applicant wouldn't be able to bring full required funds. He is kind of worried if the immigration officer would refuse to enter them in Canada at the port of entry.
