According to CIC you must evidence $10,000 and tuition fees but is that for both years of my study program? My fees are $18k so i don’t know if they want to see 28k or 36k and 20k living costs.
It also doesn’t make it clear if they want you to have arranged accommodation and/or paid for it and if that’s in addition to the 10k payment. Really bad information from them...

1 year tuition + 10K living + travel expenses etc. Some sort of realistic way you gonna fund the other years. Paying fees is not strictly necessary but recommended, if you pay you deduct from the tuition cost.

I have investment income from real estate amounting to $1500 a month, hopefully that will help evidence year 2 fees. So for the $10k living i just have to show this in my account? What happens when I land and the official asks me where my accommodation is? I was wanting to take a long term air BNB first. If i bought say 6 months in an Air BNB i still have to show the 10k? So in reality it’s more than 10k costs?

Yes 10k plus tuition fees is what is the minimum funds stated on the regulations. No $10k plus tuition = no permit.
You must prove that you can support yourself, and the family members who come with you, while you are in Canada.
It doesn't say that if you have 10k plus tuition fees, you meet the requirements. The requirements is that you have to prove you can support yourself.
Of course, if you're going to Vancouver or Toronto, and you show only that you have $10k in funds, you'll be denied the permit. It's common sense to have enough funds for the study program and your living expenses. You'll be rejected based on insufficient funds.
But there's also the case in some places in Canada $10k is more than enough to live comfortably.
