You can carry as much as you like, but you have to DECLARE if you have more than $10'000 in cash. What you have on your cash card will not be of interest.
As I read correctly, you are traveling to Canada, not immigrating. That would be different.
I am going for the first time (Landing) as a Permanent Resident, as per the landing procedure, i have show the proof of funds i am carrying along with me as per the minimum amount. If you are required to provide proof of funds, you cannot use a Travel Cash Card. There is NO way for the officer to verify the balance on such a card, so they are not acceptable proof that you have sufficient funds to support yourself as required.
