Proof of fund at time of entering pool?

Proof of funds required while applying in express entry or do we need it only after invitation from cic. I m just about to create my profile for express entry.

Not required when creating a profile.

That means while in the express entry pool we can have less than the specified amount. For example for 2 people 18000 is required so while in pool if i hav 3000 dollars nd i am in the pool, will it be a reason for not getting invitation.
