Proof of Custody from Jamaica Question Please Help

My friend is filling out paperwork to sponsor her new husband and his three year old daughter from Jamaica to Canada. The little girl resides with him in Jamaica. He and the child's mother were never married. There is no formal custody order or agreement via courts but the biological mother approves of her daughter moving to Canada and is willing to sign the form and have it notarized to illustrate her agreement. She will be providing ID with the form. My question is will the notarized form be enough or does the father need proof of custody on top of this? Any advice would be helpful and appreciated.

The notarized note will be enough. They may ask for a DNA test to prove paternity but she won't need anything else for custody documents.
