My question is:
My husband and I are both Canadians, but we live in Scotland for my husbands job. We had a baby, and now we need a passport for her as we'd like to visit home (Canada) in August. Do we need the proof of citizenship certificate to obtain the passport? Or will her (long form) birth certificate work as proof of citizenship? I'm worried if we have to apply for a citizenship certificate and it can take up to a year to get.

You can apply for a temporary Canadian passport for your newborn but you need to show proof of submitting Canadian citizenship certificate. This option is available for children under 2 years old.
The UK long form birth certificate does not provide proof of Canadian citizenship. Only Canadian Birth Certificates and Canadian citizenship certificate are proofs of citizenship.
