Program withdrawal fees

Hello. I'm a new international student to Canada. I was enrolled to a college for post secondary program and obtained my study permit. But just before my departure from my home country, I was admitted to a University for masters in Canada. So I applied for program withdrawal and refund from college 5 weeks before the beginning of classes. But the college charged me CAD 2500 for transferring institution. Why did college charged me that much when I applied withdrawal good early enough?

They said its provincial government rule. First they said its transfer charge. When I asked whatt college does for my transfer, they said its withdrawal charge.

Every College have different withdrawal fees. For Sheridan College withdrawal fees = (International Student fee/Domestic Student fee)*500
