process for applying open work permit for valid visitor visa holder in Canada

Hi, my husband is having a valid visitor visa till October 2018 and is staying in Canada with me as of now. i am having a work permit till October as well. Since he is having a visitor visa, the maximum he can stay here is for six months. Kindly let me know if he can apply for an open work permit while staying here. he is a qualified professional and has more than 5 years of work experience in India. further, please share some links as well where this information is available.
