Yes you have contact indian consulate in canada I also done in toronto

You have to fill the forms on the consulate website for passport renewal. When I got my PP renewed, they used to accept payments by debit and credit card, your photos as per guidelines (make sure you get the right size specified. These guys always give hard time regarding the pictures and I had to get new photos from the BLS Photo Booth. I got mine done in brampton
It takes a lot of time as there are too many people there if you don't go early morning

you will need your original passport, your Temporary status document (study or work permit) relevant fee, photos, and the form
