I got Procedural Fairness letter from IRCC, but i couldn't able to send the document through link ( as it didn't show any link to submit). i submitted through webform. When did you get a PFL and what did it say? Yes it a bad sign if you get a PFL as IRCC doesn’t believe your application and documents are truthful, maybe fraudulent. All depends what the PFL says.

Bad sign. A PFL is an intent to refuse your application.
After you respond to a PFL, it can take anywhere from a few days to many months to hear back from IRCC. Unfortunately it's very individual and difficult to guess what you can expect in your case.

It's a very bad sign. It depends on what is the issue with your application. If it's about mispresentation, you could get a 5 year ban to entr Canada.
Read the details of the PFL and decide to see if you want to involve an immigration lawyer. Since you didn't share what is the details of the PFL (remove any of your personal information if you decided to share), there is not much we can help here. (to see if it's serious or not)
After the respond of your PFL, it could take months to get a response.
I got Two questions. 1). As employment reference letterheads had two different organization name. so they want to know the association between two companies. ( as two companies running the factory ). So they wanted to know the association of those companies. - foreign Work experience.

They are basically questioning the legitimacy of your employment. You will need to get the information to clarify the association of those two companies and your work experience. Plus all the pay stubs. Nothing more you can do but wait for a response.

You need to write up a proper letter detailing the following association between the companies, I had a similar situation where I was hired by a child company but the Parent company was providing my paystubs. When I spoke to the HR of my company I asked them to make sure they mention that I was working for xyz(Child) on behalf of abc(Parent) company. IRCC accepted my letter and work experience without questions.
Try providing as many details as possible, such as professional work documents, job offer letters, pay stubs and etc. If you are able to get in touch with the HR of your company try asking them to type the letter to show proof of association.
