Procedural Fairness - USA refusal did not mentioned by mistake - Help/Advise

hi, one of my friend missed the refusal section in application form, he did not mentioned his previous usa refusal while applying for canadian work permit application. Now, he has received a letter of procedural fairness, could anyone suggest or advise what to do in this situation. any advise or suggestions please drop in thread. thank you

You need to respond and confirm you have a US refusal. You should provide the details of that refusal (what it was for, when it happened, why you were refused). You should state that you forgot to mention this refusal accidentally. You will then have to hope IRCC accepts this response and doesn't give you a misrepresentation ban.
