How long has your spouse lived outside of Canada? What proof have you shown that you are going to move to Canada once you receive PR?
she has never lived there , but yes we are planning to move there after i receive my PR , we started to look for a jobs , apartments to rent , she opened a bank account , and we have booked a flight tickets in June , any other ideas ? is this enough

Can she relocate to Canada earlier, ahead of you?
Have you given notice to your jobs? Notice or sold housing? Given that she has never lived in Canada the burden of proof will be quite high.

Never lived in Canada - yep, they may ask for more. Esp if other factors (lack of family in Canada, not spent much time in Canada, savings, etc) might hint has not really prepared to do so.
If this is at procedural fairness - it might be best for her to depart ASAP and remain in Canada and find a job, any job to start.
