problems about PNP after MEP

hi guys,
i was in situation this january and came back to my own country for my pnp and not plan on going back to canada.
1. how long should I wait after MEP?
2. i submitted my application in canada but went out of canada after FN. would this affect my process, as it was changed from inland to outland? should I call IRCC? however the phone number of IRCC only can be reached in canada.
3. what is involved in background check? how can I tell if it is IP1 or IP2?
