Any senior please guide , one of my previous employer refused to give reference letter indicating all job responsibility and all as its a govt agency and not in there protocol, although they have given the experience letter at the time of releasing but only indicates the time period and position held.

In such cases you can explain the situation in LOE and as proof of work experience, provide offer letter, hike letters, first 3 and last 3 months pay slips and a reference letter from any colleagues who worked with you (maybe in a senior position) in the same organisation. I did this and it was accepted.
