Consecutive, just like it said on what I posted from IRCC website above:
You will need to get police certificates for you and each of your family members who are over 18. You must get one from each country or territory where you have lived for six or more consecutive months since the age of 18.
If your cumulative stays adds up to more than 6 months for every single one of those 10 countries (since the time you turned 18), you'll need a PCC from all 10 countries. This rule was revised recently, earlier it uses to be 6 months 'in a row'.

if your stay counts 6 months altogether in a country ( if it is in single visit or multiple visits) then you have to submit PCC from that country.
eg:
if you visited, worked or lived in a country for two months, left for a few years, then returned for four months, that counts as spending six months there. In this case, you would need a certificate.
AND
For the country you currently live in, the police certificate must be issued no more than six months before you apply.
For countries where you have lived for six months or more, the police certificate must be issued after the last time you lived in that country.
If your PCC is in a language other than English or French, send it when you apply, along with the original copy of a translation done by a certified translator.
