I am currently 10 weeks pregnant. My husband submitted his permanent residence application in July 2017 he is from Albania and his application is being processed in Rome. He has a DUI conviction from 2013 so he is deemed ineligible to enter Canada due to the offence, and is unable to prove rehabilitation due to missing a court date. Based on the timeline and the circumstances I'm afraid he won't be able to enter Canada for the birth in May 2018 (if he is approved). Is he able to visit me in Canada while I'm pregnant even though he's already applied for permanent residency?
Assume he is approved TRV and visitor visa (if applicable). He can enter Canada to visit you and has no effect on his PR application. Just answer truthfully at border control about his intention, provide some ties to his country, fund to support while in Canada and do not work. The officer may issue visitor record to make sure he leaves before a certain date but assume he oblige, there is no issue on that.
He needs to apply for a TRV if he wants to visit. Generally speaking, it's difficult to get a TRV approved with a PR application in progress since CIC knows you have plans to remain in Canada long term. He should include strong proof to demonstrate his ties to his home country.

That is what I thought, however I read that Canada wants families to be unified and this is at the discretion of the immigration officer responsible for my husbands application. On compassionate and humanitarian grounds, I am hoping for a positive outcome.

The fact you are pregnant won't change or expedite processing.
The DUI is a big problem and makes him inadmissible to Canada. H&C cannot override this inadmissibility. He needs to go through the rehabilitation process before he can enter Canada. He won't qualify for rehabilitation until five years have passed since he completes all penalties associated with the DUI. What penalties/probation was he given? When did these penalties/probations end?
