Its interesting that I and 2 friends in town all applied for citizneship at the same Calgary Office.
Friend 1 and 2 sent their applicatins in Jan 2011 to Calgary. Friend 1 got an RQ and friend 2 got it returned for incompleted application.
I submitted mine through Calgary also in June 2012.
Friend 1 with pre test RQ finally got test date of Feb 14/2014.
Friend 2 with no RQ but returned finally got test date of Feb 17/2014.
Myself with no RQ and no return got test date of Feb 21/2014.
Friend 1 passed test and has heard nothing about Oath.
Friend 2, who took test after Friend 1 has Oath at 10am on March 26.
Myself, who took test after both of them has Oath at 1pm on March 26.
Meanwhile Friend 1 still waits.....
So in conclusion it appears pre test RQ holds up the application both before and after the test.
