I have seen embassies retaining passports for as long as 5 months. It is very unusual, but you're asking for the maximum, so...
If your medical exam and background check are all okay, it shouldn't take more than a couple of months, perhaps. But if your background check doesn't go in process, then it could take more time.
Did you receive your passports already? Usually things slow down considerably during the holidays, but by now you should have received them already. If you have anyone in Canada who could help you make a phone call, I can give you the phone number to call. Good luck!
