Hello, I was doing a research on pre-arrival services for international students, but it seems that most are just for PR. Do you guys know of any agency suitable for me? I will be an international student and my wife will be with an open work permit. We will settle in Winnipeg, if that is at all important.

These services are for permanent residents - not international students. Check with your school - they may have some services available for international students. That's about it.
