PR - Updating SIN

I recently got my CoPR who was residing in BC on work visa. Do I need to wait for PR card to update my SIN to non '9' digit start number or can I use my Immigrant Visa and CoPR to update my SIN?

You need to land as a PR.

PR card is not required. After landing you can head over to Service Canada to get SIN updated.

I have been working in Canada previously, am not a landing immigrant. Does that change anything?

It does not. Unless you finish landing formalities using COPR, you are still on work permit, hence not entitled to permanent SIN #.

By Landing Formalities you mean doing a Flagpoling and getting a PR effective date?

If you have a COPR, you need to land as an immigrant.
