PR Tracker and GC Key not matching

So here is a bit of a conundrum, my partner (Family sponsor Inland - February group) was checking his PR Tracker and its marked biometrics, medical exam, and eligibility as completed. However, the tracker hasn't be updated since March 28th with his medical exam. When he looks on his GC Key, it says the biometrics and medical exam are complete but the eligibility is "In Progress". He has received a Pre-arrival Letter and I have been approved as his sponsor so has his eligibility been completed or not? He hasn't received an email about it
