PR sponsorship asking for original visa

Hello, So my husband and i have been waiting for about 5 years for our final say for him to come to Canada, about 3 weeks about i got a letter from Turkey visa office asking for any changes and asking for my husbands original passport, and i had sent it, my sister a few years got a letter asking for the same thing from her husband exact letter but not asking for original passport just changed and after she had responded they had sent him a letter saying the interview date and all, he is now here in Canada, the same letter that my husband got is the same as the one from my brother in law, but i have sent my husbands original actual passport, but now I'm curious if my husband gets emailed for interview how is he suppose to travel when he doesn't have that passport, in the city where he is from there was an earthquake so i would be very difficult for me to send him back his passport, how is this possible?
Why did they ask for his original passport?
is this normal?
what does this mean?
would he be getting an interview?

They usually ask for the original passport when they are ready to issue the PR visa.
