My friend doesn’t meet the RO for Canada but his PR card is still valid and expiring in October 2022. He is approx 5 months and 1 day short in total from RO. Can he able to come back and stay for 2 years before renewing the PR status?
Will there be any trouble at the port of entry.
Anyone can share their experience then it will be great help.

Ok so there will be no issues in boarding flight from his country. If they let him proceed it’s great but if not then report means he has to take flight back to the country or they usually allow to the country so that person can file appeal.

How many times are you going to ask this same question in multiple threads?!
It all depends on what the airline would see in their system when they scan the old PR card (because it would be old, right)? What if the old card now shows as being not valid?! UH OH! CBSA would not be the problem, because they would `figure it out'. It's the airline that you..., er `your friend' should really worry about.
The average time does not really help. Like the posted time up to 3 weeks for Canadian passport applications made in Service Canada. There were cases took over 4 months. Can you believe it?
Right now it's around three months once you factor in mailing times. That's assuming an application doesn't go for secondary review. If the application goes for secondary review, then it can be much much longer.

If you are close to the 730 days or have done a lot of travelling in the past 5 years there is a much higher chance of secondary review. Would always apply online if possible.
