PR Residency Obligation and Renewal

Seeking guidance on a scenario where in a PR holder does not meet the RO at the 5 year mark. If they are physically in Canada at that time (and don’t leave the country hence not needing the PR card as such) , can they continue to stay and then apply for PR card renewal AFTER they meet the 730 days in previous 5 years requirement ?
