PR Renewal - Photograph issue

Hi, my friend, her husband and 3 kids had applied for PR renewal (PR expiring Jan 2018). After applying her husband had to go abroad as his mother was sick. After 6 weeks, his application was returned saying that 'the photograph does not meet specifications' (they got it done from Walmart and it seems fine but who knows what they look for). In any case, as he is abroad can he have his photographs re-taken abroad and send/courier to his wife to re-submit with application? OR is it necessary for him to return and have his photographs re-taken in Canada? Please advise.

If the photos meet the specifications as set out here (link) I don't believe that it has to be a photographer in Canada. Persons applying for PR from outside of Canada (EE/Family Class/etc) are able to submit photos taken by non-Canadian photographers in their initial applications. Be sure that the photographer is able to provide all the required details on the back of one of the photos. This may be hand-written.
