For PR card renewal, each person is responsible for their own compliance with the residency obligation requirements. Therefore, if the husband doesn't meet the residency obligation, he should not attempt to renew as it could lead eventually to the loss of his PR status. The wife can safely apply for renewal if she does meet the residency obligation.
