PR imigration check in quebec

My agent is telling me to book flight directly to toronto and not to land in montreal because the PR is for ontario province and (Quebec province) montreal immigration department might cancel your visa.

My itinerary is INDIA -DOHA-MONTREAL-TORONTO through qatar airways.

Please help me out !!!!

I'm sure you should be fine as long as your destination is toronto and not montreal. There MAY be extra questioning, so be prepared. Keep the itinerary showing your final destination.

And your immigration check in will be done at Montreal, so yes they need to be sure you're not landing in Montreal
