I am Ganesh & I am a Canadian PR holder. I landed up in Toronto on 21st Feb 2014 & worked till May, 1st 2015 & returned back to India on 9th May 2015. From then onwards I am in India & now I am planing to go back to Toronto by May this year.
I am also planing to take my wife & 10 years old daughter along with me. My another daughter aged around 13 years will be staying in India & not coming with me.
What is the procedure to bring my wife & one children to Canada now ? They are not PR holders. I have applied for Indivisual PR visa for myself only & not applied for my remaining 3 family members. Now am I eligible to take my wife & daughter to Toronto as I am a valid PR holder? My PR card is valid till Feb 2019.
You family can apply for a TRV to accompany you to Canada as visitors when you return. Most likely the TRV will be refused. If the TRV is refused, you will have to return to Canada alone and submit a sponsorship application once you are in Canada (you cannot sponsor them for while you are outside of Canada - you must be in Canada). Once their PR visas are approved, then will they be able to come to Canada to live with you.

How did you get your own PR status?
On your PR application, did you list your wife and kids as non-accompanying dependents and everyone did medical exams?
More importantly, have your wife and all your children been medically examined and passed background checks by CIC as part of your application, or did you marry into the family after you became a permanent resident?
Yes on my skilled PR application, Filed around March 2010, I have listed all my family members details & their medical examination is also done along with me on around March 2013 in India. I think their background check is also done. But I did not pay their visa processing fees & they did not accompany me when I travelled to Toronto in Feb 2014 .

Your wife and 10 year old daughter will need to apply for a visitor visa (TRV) in order to travel to Canada with you. Since you're a PR, the chance of a TRV being approved is lower since CIC may feel they have no intention to leave Canada after the TRV expires. You have no right as a PR to bring family members with you to Canada that are not also PRs.
Note that if their TRVs are successful, you may find it hard to enroll your daughter in Canadian school since she will just be a visitor. The school may demand you pay international student fees for her. Each school has different policies on this.
Only once you're residing in Canada, can you submit an application to sponsor your wife and 2 kids for PRs. They will need to go through whole process again (medicals, background checks, etc). You must stay residing in Canada during the entire application process, except only for vacations outside Canada.
