I was separated from my first wife and my divorce was under process when I applied for my individual PR, I even submitted letter of declaration along with my PR application that I wish to take divorce from her and will never sponsor her in the future. Moving forward I wish to marry another girl from India whom I want to sponsor for PR, so my question is
1) Can I immediately apply for my second wife's PR once I am married to her or is there any cool down period?
2) Can my scenario impact second wife's PR application in any way?
3) What all precaution should I take to avoid her PR application from being rejected?

1) Yes, you can immediately apply for your second wife's PR.
