PR expired - PRTD application before travel?

PR card expired. Didn’t pay attention to the expiry date

Leaving for Europe on April 8 Returning to Canada on April 29

Can/should I apply for PRTD within Cany right away so it can be mailed to Europe ?

Or do I need to apply in Europe once I’m there ?

Tread lightly, since IRCC probably still shows that a PRTD needs to be submitted while outside of Canada. The thread is merely examples from people that have been successful `bending' the rules, I guess.
