All that apply to renew their PR card must show evidence that they meet, or will meet, the Residency Obligation (R.O.) to maintain their PR status. This includes those not living in Canada as well as those not living in Canada with their Canadian spouse or partner.
For a PR living outside of Canada with their Canadian spouse or partner, they only need to show that they are in fact living together. However, it sometimes becomes a question of `who followed whom' and if the PR ever established a residence in Canada before leaving Canada.
