We received our COPR few months ago. We have found out that recently the photo specifications for PR card has changed drastically.
OLD Specs: The photos must: •measure between 25 mm and 30 mm (1” and 1 1/5”) from chin to crown; •have a 35 mm x 45 mm (1 3/8” x 1 3/4”) finished size. (We used these specs before getting COPR)
New Specs (Jan 2016): 50 mm x 70 mm (2 inches wide x 2 3/4 inches long) and sized so the height of the face measures between 31 mm and 36 mm (1 1/4 inches and 1 7/16 inches) from chin to crown of head (natural top of head).
Should we be sending a new set of photos to CIC prior to our first landing?
If not should we submit new photos to the immigration officer at the first landing?
Or should we wait for our PR photos to get rejected and then submit the new set of photos?

Agreed! me and my spouse got the PR card with the old spec, but did not get for my son. They sent the new specification for the PR picture. not sure why ours worked but not for our son. Have sent another set of pics for my son with the new specification, hope they accept this time.

What about the address of the photographer on the back of the photos? If it was a US address, then how does one explain the photos being sent from Canadian address. And if its Canadian address, how does one explain being over there, when one isn't.

where to get this photos in USA ...suggest me some cheaper places... i did inquiry in Sams club they are saying they dont have idea on this?

A local camera shop should be able to do that. All the major chains like Walmart, Walgreens, UPS will do only for the standard US passport size.
One can do it oneself as well, but I am not sure why CIC wants the photographer's name/address be mentioned on the photos. Is it to determine the location of the person while the PR card is under process?
Agree, none of these photographers were ready to do in the new spec, however, I came to know about a specific person who was willing to do with the new spec. Guess, trying with individual photographers would only help.
so if we go with individual photographer then its required photographer's name/address ?
any other option then individual photographer ..i want to do in USA.
