My PR card was mailed to me on 11 April. It's been 3 weeks and two days but I haven't received it yet. I realize that it could take up to six weeks, but does it really take that long usually? Should I be worried? Is there a way to track my card with Canada Post?

If your understanding about when it was mailed to you is from some info from IRCC, take it with a grain of salt. I got info from an MP's office that doc was ready to be mailed, and it took about three weeks after that. The actual franked date on the envelope was about two weeks before delivery - but since it seems to have been franked by IRCC (a postage machine at customer's), we can't actually know when it was delivered to Canada Post. (True that CP has got much worse over the years for some things - but I don't think two weeks Sydney to Ontario is normal.)
It seems to me when they say 'mailed', it does NOT mean 'given to Canada Post with a stamp on it.' It might mean marked as complete, or ready to be printed, or printed, or printed and ready to be mailed, or actually in a pile waiting to be picked up/delivered, who knows.
So don't worry, it's unfortunately a normal delay (probably).
