At the time applicants pick up their PR card, they will be asked to present the original documents of the photocopies sent in with their PR card application.
If you read this line it sounds that it applies to PR cards renewals.

I wish you are correct but it also says,
the majority of PR cards are mailed directly to applicants who are applying to renew, replace or obtain a PR card. A small number (10%) of applicants will be randomly selected to pick up their PR card in person
I think this is only for those who apply for PR cards (in case if their card expired/broken/damaged/lost etc) not for the newly landed immigrants.
