PR application with Banking experience

Hi,
I am a pr in Canada. I would like to help my brother to apply for permanent residency in Canada. He is working in bank ( in Bangladesh) for 5 years. He did BBA and MBA in Bangladesh. He does not have enough points to apply for express entry as he does not have a job offer or Canadian degree.

I was hoping to get benefitted from your experience. Is there anyone who can provide some info on how to apply for PR with above mentioned background and experience.

He should do a calculation and figure out the areas where he could get more points if he's lacking.
