PR application: Obtaining Ecuador police certificate as non-citizen

I followed the instructions on Cic site on how to obtain a police certificate from Ecuador as a non citizen online to facilitate PR application.However, it was rejected due to incomplete document; Ecuador police certificate. What worries me is that I don't know who to contact in Ecuador to help me with it. According to Cic, the online version isn't acceptable.

Please let me know if you obtained a police certificate outside Ecuador as a non citizen online and it was used for PR application. If yes, were there any issues? So frustrating.
