1. Depends how you apply and through which visa office.
2. IELTS results need to be included with the original application and are valid for 2 years.
3. Depends how you apply for PR.
You, sir, are a tool. Please, waste no time looking that up on 'urban' dictionary because Webster's won't provide you with a proper definition and meaning in that sentences usage of the word.
The reason why I recommended you post your questions to the CEC section of the forum is because this is where the vast majority of discussions on this topic are located and you have the best chance of getting a correct answer to your CEC question if you post there. But it's obviously up to you.
This section of the forum is mainly for issues relating to the PR residency requirement and retaining PR status once you have become a PR.
