Permanent residence don't expire. Only the card expires. And as far as I know he doesn't need a valid PR card to apply for citizenship as long as he has fulfilled all his obligations and all other requirements to get citizenship. He only needs a valid PR card if he is going out of the canada as a travel document.

Sorry I can`t understand <<you mean he must wait 4 years instead of three years, because for three years my husband didn't` leave Canada, . or what you mean exactly.

He should either apply now or wait until at least 3 months after his PR card renewal. Personally I would suggest waiting, since applying with extra days of physical presence might result in his application being processed faster.
Of course, he has the right to apply at any point after he has fulfilled the physical presence requirements. My suggestions are about minimizing the risk of receiving an RQ, not what he "must" do.
