My friend, who is a Sept Applicant, Got PPR today. He is living in Canada but his wife is in India.
Can somebody please guide where she will send her passport while living in india. Is it VFS or Canada High commission?

Ask your friend to email CIC to change his wife visa office for stamping to india.
Then they will reply to submit his wife pp in the requested VO
Think u have to visit vfs in india and send the PP , as the CHC will not accept the PP couriered directly.

You do not need to change Visa Office.
Just notify your VO that your wife will get her VISA stamped in India.
Take a print out of their email and ask your wife to submit passport at VFS will necessary docs.
I want to share my experience concerning this situation. Immediately I got my PPR I sent a mail to Ottawa office requesting them to change my wife Visa office to Nigeria and I sent my Passport to Ottawa. Thereafter I called CIC call center and the agent that attended to me told me that whenever i received my Passport back I should go and land immediately and the inform the officer that will attend to me at the boarder that my dependent family are in Nigeria, she said that once I land they will send me a letter for my wife to submit her passport at Ghana visa office.
I landed yesterday and I told the officer that attended to me about my situation, he told me everything was fine. Today I received a response from Ottawa for my wife to submit her Passport to Accra Ghana Visa office.
