The visa officer is reviewing the file to see whether he or she can refuse it on the basis of 117(9)D. Fortunately, the visa officer sees you tried to notify them about your spouse. He or she is asking a coworker if it is possible to find out if the coworker actually received the emails. It seems if the answer is no, the current visa officer will say you did not declare your spouse. If the answer is yes, then the coworker made a mistake and should have done something about your spouse, which would be good news for you.
Get a paper copy of those emails, if you do not have one already. If nothing else, you will need them for an appeal.

Hi there, i got married before i land in Canada and declared my spouse to CHC, New delhi. They did not respond to any of my Emails. i have filed for the sponsorship after i have landed in Canada. it is been more than 2 months to take sponsorship decision. i have ordered for CAIPS notes and it mentions the following notes:
i am reviewing the possible r117(9)D . the Sponsor has submitted copies of Emails dates XXX, XXX, XXX to attempt the advise to add spouse to CHC and only received automated Emails.is it possible to check the paper file or Email archive to see if they were actually received by you as this will have the direct impact on my decision.
Can anyone guide me what does it mean? will it be a refusal? if so what should be on that?
You can expect a refusal. Immigrants are instructed if their family composition changes, their COPR is no longer valid. An email isn't good enough. You needed to update your application, add your spouse, s/he completes the application, pays the fee, waits for the medical. It would appear that you didn't do any of this. So you can expect the refusal. As your spouse will be found not to be a member of the family class, there is no appeal.
Take a skilled trade for 2 years in the Philippines, then apply here as a Provincial nominee. Alberta has plenty of opportunities, and I feel this is the next best step for you.
