If he gets a job offer, his employer can try to apply for an LMO for him and he can try to apply for work permit. No guarantee that this will be any faster than waiting for his PR to come through. What's his hurry?
PR is applied on personal expense, not by employer while he was working in Canada on work permit.
Now he is getting one project opportunity by employer while PR in process.
Could you please suggest whether he can apply work permit or not.
Also, please provide me details of LMO as I am not familiar.
Like I already said, the employer can try to apply for an LMO and if it's granted, then he can apply for a work permit. There is no special work permit available for "almost PR's".
