Post ITA: How should I respond to this question?

Once I got an application returned Not refused by Saskatchewan(SINP) for not providing Proof of funds document but eventually I got ITA without any PNP nomination. So, how should I respond to-
"Has XXXX XXXX you been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?"

Answer No if there are no other visa refusals in your past.
