The requirements are contradicting. Please help.

I got my passport size photo scanned and it has following properties:
  1. JPG format
  2. exact 420 x 540 pixels
  3. resolution 600 DPI
  4. size 81 Kb on disk
  5. final size 17.8 mm x 22.9 mm (problem???) it should be 35 mm x 45 mm
  6. Unable to guess the size of head
If I reduce resolution to 300 DPI then final size could be 35x45 but the requirements mention resolution to 600 DPI.
