Post-graduation open work permit expiring

I have a friend that obtained a 3 year post-graduation work permit in 2008. She is a registered nurse in Ontario (graduated from a Canadian school) and worked for about 6 months then left her job and left Canada. She wants to return now, but there's only about a year remaining before expiry. She does not have enough work experience to apply for PR in any category. And plus the time remaining is not enough to get 1 year work exp for the Canadian Experience Class (as it has to be 1 year in the last 2 years before applying)

By what I see, it seems that she would have to apply for another work permit, but it requires a LMO. Is this hard to obtain for a registered nurse? Assuming she finds a job that is...
