You won't be. Your second course duration must be minimum 900 hours (8 months).
8 month is for 2 or 3 year work permit right? I plan to do 4 month (1 semester) course after completing 1 year PG certificate program. Will I eligible for 1.5 years PGWP?

your work permit will be the same length of your first course duration and moreover your study permit says what level of study you are eligible to do.

Only if transcript shows that you have finished a 1 year course.

Normally your certificate and the letter that u ll get from institution says what is the time period of ur study
